“Alcohol-free” is not automatically milder, safer or better. A water-rich formula may require more solubilizer and an effective preservative system; it may also dry slowly or leave roots tacky. Increasing fragrance concentration may improve intensity, but it can also cause haze, sediment, spray irritation, higher allergen exposure, package interaction and excessive diffusion. The appropriate load depends on the fragrance composition, product format, intended use and applicable limits.

Brands should distinguish the percentage of the supplied fragrance mixture from the concentration of individual fragrance constituents. The supplier’s documentation and the finished-product safety assessment determine whether a proposed use level is acceptable.



5. Test Longevity Instead of Promising “12–24 Hours”
Scent longevity is not a single fixed property. It changes with fragrance architecture, dose, hair characteristics, shampoo and styling residues, temperature, humidity and the assessor’s perception. A claim such as “lasts 24 hours” needs a defined finished-product study; it should not be inferred from the presence of fixatives or encapsulation.

A practical evaluation sequence

Apply a controlled mass or number of sprays to standardized hair tresses.
Record immediate alcohol note, fragrance character and wetness.
Assess fragrance intensity after predefined intervals under controlled conditions.
Record changes in character, off-notes and loss of top, heart or base facets.
Repeat on representative treated or untreated hair when relevant.
Use trained assessors or a controlled consumer protocol suitable for the claim.

For internal sample selection, relative comparisons may be enough: Sample A has a brighter opening, Sample B retains its woody dry-down longer, and Sample C leaves less residue. Numerical public claims need a stronger protocol.

A strong scent trail is not automatically premium. Some users want fragrance that remains close to the hair and is noticed mainly during movement. Others want a more expressive trail. Define acceptable intensity at application and later timepoints to reduce reformulation rounds.

6. Odor Masking and Odor Neutralization Need Different Tests
A perfume can cover an unwanted smell without reducing it. A true odor-refresh or neutralization claim may require ingredients and methods selected for particular malodors, followed by an appropriate sensory or analytical evaluation. Smoke, cooking odors and sebum-associated odor do not necessarily respond in the same way.

9. Preservation, Oxidation and Color Change
Water-containing hair mist generally needs a preservation strategy compatible with its pH, solvents, fragrance and package. Alcohol level must be known before assuming it contributes sufficient preservation. 11. Request Fragrance Documentation for the Intended Product Use
A fragrance supplier can provide documents needed by the manufacturer, safety assessor and brand. The exact package depends on the material and destination, but may include:


fragrance INCI declaration or ingredient information required for assessment;
safety data sheet;
certificate of analysis or specification;
IFRA Certificate of Conformity for the fragrance mixture and intended use, where applicable;
fragrance-allergen declaration for the relevant market;

An IFRA Certificate of Conformity is normally supplied by the fragrance-mixture supplier for a specified intended use. EU fragrance-allergen labeling needs early planning
For EU-bound cosmetics, the ingredient list and individual fragrance-allergen declarations must be reviewed against applicable requirements and transition dates. “Dermatologically tested,” “hypoallergenic,” “non-irritating,” “color safe,” “24-hour fragrance,” “UV protection” and “odor neutralizing” each require suitable support. Paraben-free, phthalate-free, silicone-free, vegan and natural-origin statements also need clear definitions and documentation.

COA, safety data and IFRA documents are valuable inputs, but they do not by themselves complete a cosmetic safety report, Product Information File, market notification or claims dossier. Responsibilities should be agreed among the brand, manufacturer, Responsible Person and safety assessor for the destination market.
