Changing hair care manufacturers does not have to mean changing the product your customers already trust. A controlled transition protects the approved formula, sensory profile, packaging performance and supply schedule while giving the new manufacturing partner enough information to reproduce a consistent commercial result.


Hair care brands consider switching manufacturers for many reasons: inconsistent batches, slow communication, limited formulation support, capacity constraints, packaging problems or the need for stronger regulatory documentation. The business reason may be clear, but the technical transfer requires careful planning. Even when two formulas use the same INCI list, differences in raw-material grades, addition order, mixing speed, temperature, cooling profile and filling equipment can change viscosity, fragrance, color, foam, hold or after-feel.

The safest approach is therefore not to ask a new factory to “make the same product” from a label alone. It is to establish a measurable quality target, build a transfer package and approve the new version through structured comparison and pilot production.

A Seven-Step Quality-First Transfer Process
1. Define What Must Remain Unchanged
Separate essential continuity requirements from opportunities for improvement. For an established product, the non-negotiables may include fragrance character, color, viscosity, foam profile, wet combing, dry feel, curl definition, hold level or washability. Packaging appearance and dispensing performance may be equally important. Create a short list of attributes customers would notice immediately if they changed.

Also identify what may be improved—for example, better heat stability, easier pumping, lower residue, more reliable ingredient sourcing or documentation suitable for a new market. This prevents an uncontrolled “exact copy” project from gradually becoming an unplanned reformulation.

2. Build the Technical Transfer Package
The amount of available information depends on formula ownership and the relationship with the previous manufacturer. Provide everything the brand is legally entitled to share. A stronger transfer package reduces the number of sample rounds and prevents assumptions.

3. Choose the Correct Development Route
There are three common routes. A formula transfer is possible when the brand owns and can provide the complete formula and relevant processing information. A matched development project uses an approved product as a sensory and performance reference, but the new manufacturer develops an original formula within agreed targets. A reformulation intentionally changes ingredients, claims, cost, market compliance or performance.

The route should be agreed before sampling. A manufacturer should not promise an exact formula match from an INCI label because the label does not show percentages, raw-material grades or process conditions.

4. Establish a Comparison Scorecard
Evaluate the reference and development samples side by side under the same conditions. The scorecard should reflect the product type:


Shampoo: viscosity, foam initiation, foam density, rinsing, wet combing, scalp feel and fragrance retention.
Conditioner or mask: pickup, spread, detangling, rinse feel, dry softness, weight and residue.
Hair oil or scalp serum: drop size, spread, absorption, tack, greasiness, finish and package compatibility.
Clay, wax or pomade: scoop, breakdown, distribution, hold, finish, restylability and washability.
Spray or mousse: spray pattern or foam density, dosage, drying time, buildup and actuator performance.

Use blind sample codes where practical. Feedback such as “Sample B feels slightly lighter after ten minutes” is more useful than “make it more premium.”

5. Validate Formula and Packaging Together
A stable bulk formula can still fail in the final pack. Oils may affect liners or decoration. High-viscosity masks may not dispense through a selected pump. Alcohol-containing sprays can interact with components or face transport restrictions. Powders require control of moisture, sieve design and dispensing consistency. Compatibility testing should use the intended bottle, closure, label and decoration—not a laboratory substitute.

6. Approve a Pilot or Pre-Production Standard
Lab samples confirm direction, but scale-up confirms manufacturing repeatability. Before the first full commercial order, agree on an approved pre-production sample, finished-product specifications and packaging standard. Record any accepted differences rather than relying on memory. The approved standard should be used by quality control during bulk production and filling.

7. Protect Supply Continuity
Do not end the previous supply arrangement before the replacement product has passed the required approvals. Build a transition inventory appropriate to the sales rate and project risk. Formula development, stability work, packaging tooling, printed materials and international transport may move on different schedules.


Practical principle: change one major variable at a time whenever possible. Transferring the formula, redesigning the packaging, adding new claims and changing the fragrance simultaneously makes it difficult to identify the cause of a problem.


What If the Brand Does Not Own the Original Formula?
This is common in private label manufacturing. The new project can still be developed around a legitimate reference product and a detailed performance brief. The target should be defined by measurable and observable characteristics—not by requesting confidential intellectual property belonging to another manufacturer.

Provide the physical reference, target consumer, market, preferred and excluded ingredients, desired claims, packaging format, target cost range and the attributes that matter most. The manufacturer can then propose an existing base, a modified base or a fully developed original formula.
