Choose the surfactant system from the product brief—not from a label trend

The useful question is not whether sulfate-free shampoo is universally better. It is which cleansing system can deliver the intended wash strength, foam, after-feel, appearance, package performance and claim support for a specific private label product.

The short answer for private label buyers

Both sulfate-based and sulfate-free shampoos can be commercially appropriate. A conventional sulfate-based system can offer efficient cleansing, familiar foam and practical formulation economics. A sulfate-free system can support a specific positioning and sensory target, but it may require a more complex blend of primary and secondary surfactants, a different thickening strategy and additional work to balance foam, deposition and rinse feel.

The choice should therefore follow a written product brief. Ask who will use the shampoo, how often, what they need removed, which sensory cues they expect, which claims the brand intends to make, where the product will be sold and how it will be dispensed. The best OEM answer is the system that performs against those criteria after testing—not the system with the most fashionable ingredient story.

Important distinction: “Sulfate-free” does not mean surfactant-free. It generally means the formula excludes the sulfated surfactants defined by the brand’s specification. The exact exclusion list should be agreed in writing because suppliers, retailers and consumers may not use the term in precisely the same way.

What changes when the surfactant architecture changes?

A shampoo is a system rather than a single hero cleanser. The primary surfactant supplies much of the detergency and foam character; co-surfactants can modify mildness perception, foam texture and compatibility; rheology modifiers build the target viscosity; conditioning polymers and emollients alter deposition and after-feel; chelators, fragrance, preservatives, colorants and botanical additions can affect clarity and stability. Changing one family may require several other parts to be rebalanced.

Translate the customer need into a formula brief

“Customers want sulfate-free” is not yet a development brief. An OEM partner needs constraints that can be designed, sampled and approved. Start with the use occasion and then define what success looks like.

Seven formulation decisions an OEM quotation should make visible

  1. Primary and secondary surfactants. Ask the supplier to explain the role of the cleansing blend in plain language and confirm the specific materials excluded by a sulfate-free specification.
  2. Conditioning and deposition. Conditioning polymers, oils and silicones can improve combability and feel, but excessive deposition can reduce volume or create buildup. The balance should be tested over repeated use.
  3. Rheology. Target viscosity must match both the desired consumer perception and the package. A visually rich shampoo is not useful if it strings, traps air, fails to pump or changes significantly during storage.
  4. Fragrance and appearance. Fragrance load, solubilization, color, pearlizers and botanical additions can affect clarity, odor stability and viscosity. Approve the complete formula, not an unfragranced laboratory base.
  5. pH and preservative strategy. These should be developed for the complete formula and intended package. A buyer should request the finished-product specification and appropriate microbiological evidence rather than assuming an ingredient story ensures safety.
  6. Water and use conditions. Foam and rinse perception can change with water hardness, dose and hair soil level. Benchmark testing should use conditions relevant to the target market.
  7. Scale-up controls. Addition order, mixing energy, temperature, aeration and holding time can influence viscosity and appearance. Pilot or scale-up confirmation should occur before the formula and delivery date are treated as final.

Use a scored sample review, not an email saying “make it gentler”

Provide the laboratory with one or two physical benchmark products and a scorecard. Evaluate samples blind where practical, use the same dose and water conditions, and record observations immediately and after drying. A simple 1–5 scale makes revisions easier to interpret.

Testing the formula, package and production process together

Sample approval is only one gate. The final test plan should be risk-based and agreed for the product, market, package and claim set. In the United States, the FDA states that companies are responsible for substantiating cosmetic product safety; it does not prescribe one universal list of tests for every cosmetic. Buyers should therefore ask what evidence supports this specific formula and why each test was selected.

Stability
Monitor appearance, odor, color, pH and viscosity under defined conditions and time points.
Microbiological control
Set finished-product limits and determine whether preservation efficacy testing is appropriate for the formula and use.
Package compatibility
Check leakage, paneling, discoloration, label adhesion, closure function and pump dose with the actual bulk.
Pilot and first batch
Compare approved laboratory targets with pilot and production-batch specifications and retain traceable records.

Manufacturing controls can be aligned with cosmetic GMP principles such as those described by ISO 22716. The applicable legal and documentation requirements still depend on the destination market, responsible parties and product classification.

Claims boundary: what “sulfate-free” does—and does not—prove

A formula can be verified against an agreed sulfate-free exclusion list by reviewing its composition and supplier documentation. That statement alone does not prove that the shampoo is non-irritating, hypoallergenic, natural, color-safe, safer than every sulfate-based shampoo or suitable for every scalp condition.

In the United States, cosmetic claims must be truthful and not misleading, and claims that treat disease or affect the structure or function of the body can change regulatory classification. In the European Union, claims must be supported and assessed under the applicable cosmetics framework. Final wording should be reviewed for the destination market and evidence package before label printing or advertising.

Frequently asked questions

Is sulfate-free shampoo always milder?

No. Mildness depends on the complete surfactant blend, concentration, pH, contact conditions and finished formula. “Sulfate-free” identifies an exclusion; it does not replace evaluation of the product itself.

Does a sulfate-based shampoo always strip color?

That conclusion is too broad. Color retention can be affected by the total formula, wash frequency, water temperature, hair condition and color system. A brand making color-care claims should define and conduct appropriate comparative testing.

Why can a sulfate-free sample feel too heavy?

The issue may involve cleansing strength, conditioning-polymer deposition, oils, dose, rinse profile or the companion conditioner. A versioned scorecard helps isolate the likely cause before changing multiple variables.

Can the same shampoo base support many fragrances and active stories?

Possibly, but each meaningful addition should be evaluated. Fragrance, extracts, oils, salts and polymers can affect clarity, viscosity, preservation and package compatibility, so a base formula is not an automatic approval for every variant.
