Two products described as “sulfate-free moisturizing shampoo” may have different surfactant systems, ingredient levels, viscosity targets, fragrances, bottle sizes, pumps, labels, cartons and testing requirements. Those differences change raw-material purchases, processing, filling speed, component sourcing and total inventory. Comparing their unit prices without aligning the specifications is not a meaningful comparison.
A custom shampoo project also contains fixed work that does not disappear at a smaller quantity: reviewing the brief, preparing samples, setting up manufacturing and filling, confirming packaging, checking artwork, cleaning equipment and releasing the finished batch. A brand may plan one “shampoo range,” but production planning sees separate formulas and finished pack combinations. A benchmark should guide observable targets such as foam character, cleansing feel, rinse, combability, fragrance and after-feel. It should not be treated as authorization to copy protected branding or claims. State which attributes matter and which can change to meet budget, sourcing and target-market requirements.

The longest dependent activity often sets the launch date. If a custom bottle takes longer than the formula, packaging is on the critical path. If the formula needs additional development or evaluation, the formula may lead. Parallel work can save time only where it is sensible: artwork layout can begin with a confirmed dieline, but final printing should not proceed before approved content and component dimensions.
